在台灣,海灘因自然或人為的因素,有著不同層面與程度的劣化。為了解海灘劣化情況與原因,作為復育之參考,本研究結合三生永續的概念,將海灘劣化定義為「海灘在生活、生產、生態功能之衰退」,並透過客觀及主觀評估了解宜蘭蘇澳頂寮里海灘之劣化情況與原因。客觀評估使用海灘劣化指標,包含:海灘侵蝕、人工結構物及海灘廢棄物;主觀評估使用海灘使用者觀點,最後連結主客觀評估結果,提出海灘復育之建議。
海灘劣化之主、客觀評估結果顯示,頂寮海灘正因生活、生產及生態功能的衰退而劣化。該海灘的劣化與海灘侵蝕及海灘廢棄物有關。在海灘侵蝕部分,無論在長時距、中時距或短時距下皆顯示頂寮海灘呈現侵蝕的狀態。其原因以人為活動造成之蘭陽溪輸沙量減少及北方設置的突堤最有影響,此現象造成頂寮海灘生活功能(國土保安、休閒遊憩)及生產功能(經濟活動)的衰退。在海灘廢棄物部分,頂寮海灘之廢棄物以冬季為多。海灘使用者指出頂寮海灘的廢棄物近50至70年間有變多的趨勢,因此造成頂寮海灘生活功能(休閒遊憩)、生態功能(生物棲地)及生產功能(經濟活動)的衰退。人工結構物(消波塊)則因容易造成海灘侵蝕而間接影響海灘之功能。
為恢復頂寮海灘之功能,必須解決海灘侵蝕及海灘廢棄物增加的問題。在海灘侵蝕方面,雖部份歸因於自然營力,但仍可以透過改善人為影響減緩海灘侵蝕的速率。例如設置養灘的突堤時,需考量到對附近海岸線的影響;控管蘭陽溪的沙石開採,以防人為因素導致蘭陽溪輸沙量減少,進而影響頂寮海灘的沙源。在海灘廢棄物方面,由於頂寮海灘之廢棄物多來自海灘活動,其中又以抓鰻苗及垂釣時產生的廢棄物為多,不過多數受訪者會隱瞞此事實。因此必須對至該海灘活動之使用者進行宣導,並在海灘入口處設置垃圾桶,減少由海灘使用者造成的廢棄物。此外,亦需對海上作業船隻及流域聚落進行宣導,以減少來自海上漁業及流域聚落的廢棄物,達到恢復海灘原有功能之目的。最後,需持續關注消波塊附近之地形變化或將其移除,避免海灘繼續侵蝕。
A Beach offers variety of functions such as buffering the coast, providing habitats for the living things and holding a great place for human recreational and economic activities. As the functions of a beach do not work regularly or the functions have been weakened, this beach and its surrounding area indeed may have been in the process of degradation. In Taiwan, numerous beaches are degraded by natural and artificial factors in different dimensions and degrees of degradation. In order to distinguish whether a beach is degrading and the reasons of how these beaches degrade, different temporal references have to be reviewed to establish beach degradation indicators. The indicators operated in Dingliao Village, Yilan include coastal evolution, artificial constructions and the volume and source of beach litter. Furthermore, beach user perceptions are also investigated in order to find out how beach degradation affects them which include local resident and beach visitors. These indicators are significant for the future assessment of a sustainable beach development.
