本研究針對2002年6月2日至2009年7月31日《中國時報》與《聯合報》全球暖化新聞及2009年8月8日到2009年11月8日之「八八風災」新聞,從報導趨勢、新聞框架以及環境新聞報導問題等三方面檢視兩報全球暖化議題的報導表現,並援引國內外環境新聞與氣候變遷媒體議題研究文獻,作為兩報全球暖化議題報導趨勢與框架特性的分析依據。
本研究根據內容分析法,從媒體七年來的框架趨勢研究發現媒體在全球暖化議題上,確實充分應用了框架的功能來定義全球暖化問題,不僅跟隨國際環保潮流等新文化價值裁定暖化和事件的因果關係、且擅自診斷事件肇因,但卻缺乏因果關係的佐證能力。而對於全球暖化的影響,則是根據事件而採用不同的報導框架下價值判斷,卻缺少強調環境倫理等道德論述。此外在建議補救辦法的部份,則將責任歸咎於國家政府,特別是在面對異常氣候的在地調適行動上,但缺乏層次較高的跨國和個人責任的呼籲。本研究認為環境新聞報導應改變事件導向的報導模式,主動監測議題發展並長期追蹤報導,在論述方式上,除了加強國際氣候會議與協議等重要事件的報導之外,應從台灣在地的暖化事件出發來延伸議題面向,提升議題的框架層次,強化記者的佐證能力,建立民眾參與感,以型塑抗暖化為國內重要的公共議題為優先目標。
