本研究旨在探討新加坡職業訓練政策執行之環境因素、主要職業訓練方案
:『全日制養成訓練』、『技能檢定與證書』、『勞工階梯式繼續教育訓
練』、『新學徒訓練』、『許可訓練』和配合方案:『技能發展基金』、
『職業訓練課程發展』等之內容,以及各訓練方案形成、規劃、合法化與
實施之現況。綜合歸納出研究結論,並研提具體建議,提供我國研訂職業
訓練政策及政策執行之參考。本研究採用文件分析、實地訪問及專家訪談
等方法,依據本研究確立之架構進行研究。茲臚列所得主要之結論如下:
就新加坡職業訓練政策整體而言,具有競爭性、開創性、階段性、菁英教
育及學習型企業文化等特質;就職業訓練政策之形成而言,具有依循人力
規劃、由上而下形成以經濟需求為導向之特質;在政策執行方面,則有目
標導向、執行機構具活性與彈性、運作體系嚴明、配合方案周延、政府發
動民間配合、獎懲並行等特色。本研究茲分別就各重要訓練方案之內容與
執行之優缺點提出研究結論,並析述新加坡在總體經濟建設及職業訓練政
策之未來展望。依據研究對新加坡職業訓練政策及其執行之結論,提出對
我國現行政策措施可再加強部分及可參考研究之事項。同時對新加坡職業
訓練政策之執行提出若干看法,以供該國之參考。關鍵詞:職業訓練、職

The main vocational training programmes in Singapore are:.Full-
Time Institutional Training Programmes;.Testing & Certification
Framework;.Continuing Education and Training Programmes;.New
Apprenticeship System;.Approved Training Provider Scheme;.Skills
Development Fund;.Planning of the ITE Training courses.The
research was intended firstly to find out what are the
circumstantial elements of vocational training policies in
Singapore, which include the formation, planning and
legalization of vocational training programmes. Secondly , the
research drew up a conclusion and proposed recommendations
related to the training policies for the authorities concerned
in R.O.C.According to the study framework, the research
methodology includes document analysis, field studies and
interviews with experts. Some major findings were on the
following aspects:First, vocational training policies in
Singapore consist of several characteristics : competition,
innovation,progression,elite education and learning-based
enterpriseculture. Second,the formation of vocational training
policies is based on manpower planning and economic necessity.
Finally, the main characteristics of policies implementation
include goal-orientation,flexibility clear operation system,
good policy, cooperation between government and industry and
strict reward and punishment system.This research examined the
strength and shortcoming of each vocational training policy and
analyzed feature of direction for economy and vocational
training in Singapore.Besides,conclusions which had been made
consisted of the comparison between each training programme and
the execution of training policies in the future.Based upon the
above major research findings, the study puts forward three
dimension practical recommendations regarding the implementation
of the vocational training policies for the Government of R.O.C.
In addition, the researcher also gave some point of view to the
Government in Singapore for reference.Keywords:vocational
