  • 我國的棄犬問題十分嚴重, 部份棄犬以國小校園為棲息所,而造
    成校園的環境問題。 許多專家學者建議透過環境教育培養飼主正確的
    飼養態度與負責的行為。 但我國有關人為管領動物與人類關係之研究
    以及如何進行與棄犬有關的環境教育均未展開, 因此相關的問題亟待
    加以探討。
    本文透過文獻蒐集、 訪談、參與會議等方式了解我國的棄犬問題
    , 再針對台北市國民小學環境保護小組成員進行問卷調查,問卷內容
    主要參考上述之文獻蒐集、訪談等研究結果而擬定。 內容包括:國小
    校園中的棄犬問題現況、 環保小組成員對棄犬相關問題的態度、教材
    需求及個人基本資料。
    研究結果的第一部份在於討論棄犬問題, 包括直接的環境問題、
    環境影響、解決對策及因棄犬所引起的爭議。 這些爭議與環境倫理、
    人的態度、興趣、利用及行動方式有關, 作者將之分為六大類及32項
    態度敘述,以做為問卷調查研究的工具。 問卷調查結果顯示,台北市
    八成以上的國小校園有棄犬出現, 棄犬在校園中較常產生的問題為影
    響環境清潔與妨礙教學。 校方對於棄犬最常採取的措施為驅趕出校園
    。 環保小組成員對於棄犬問題相關態度的題項共分六個子題,其中對
    於動物權相關問題的態度較為不一致, 對於我國現行處理棄犬的方法
    及棄犬問題持較中立的態度, 對於相關法規、人與動物的關係及飼主
    責任態度較為一致,且較偏向動物權人士所持的看法。 單變方分析的
    結果顯示, 受訪者個人特質如性別、年齡、宗教信仰、職位、養狗經
    驗等。 對於受訪者的棄犬問題態度造成顯著影響,但其因果關係並不
    清楚。 問卷結果顯示訪者對學生及教師的棄犬相關教材需求很高,因
    此在文末作者也對教材的設計加以討論及提出建議。

    Due to many school children became victimized by the abandoned dogs aggregating around and into campus for food and shelters, it becomes a serious environmental problem in campus and has attracted the attention of many educators. Many specialists recommended that educating citizens to be responsible for caring and feeding their pets is fundamental; however, a few education research related with this issue were conducted in Taiwan. This research examined the problems caused by the abandoned dogs, the status, impact, regulatory actions within the primary school system of Taipei City. To examine the major conflicts underlied, the researcher analyzed the content appeared in the literature and press, conducted in-depth interviews withactors ranged from animal right groups, veterinarians and governmental officers, and attended at least 11 public hearings. To understand the attitude of school teachers toward the issues and the needs for curriculum, a survey research was conducted on 218 school teachers, who are in charging with environmental protection affairs. One teacher and one administrators were sampled from each school to answer the questionnaires. The first part of the research results describes the causes of issues, their environmental impact, the alternatives action plans for solving the problem. In addition, the author compared the debates among different counter advocate groups on twenty aspects in depth. The debates ranged from ethics, attitudes, interests, barriers, procedures, and constraints of taking and not taking action. and were divided into six categories and 30 attitude for further teacher survey. The survey results showed that more than 80% of primary schools in the city have faced the issue. The strategies frequently adopted were kick them out of campus and stop feeding them. The common issues caused by the abandoned dogs are related with cleaning campus and class disturbance. The results found that the respondents expressed higher variation on the attitudes related with animal right. The respondents held neutral toward the atitudes about law enforcers' confiscating street dog procedures and the causes of problem. The respondents had higher consensus on the attitudes about new laws, relationship between man and pet, and owners' responsibilities. The results of one way ANOVA analyses on 13 controversial attitudes statement implies that such characters as position, seniority, religion, sex, age and dog-raising experience could affect respondents' attitude significantly, although their causes are not clear. The results also explicated that the need for designing appropriate curriculum for both teachers and students to aware of this issues were very high in that moment. To meet this demand, the author also discusses and suggests many principles for curriculum design in this dissertation.
