天津商會是產生於清政府重商政策下的產物,它一方面要配合中央來
推動中國經濟的近代化;另一方面,它也要和直隸總督袁世凱合作,共同解
決天津市面的蕭條.清政府希望藉由商會的組織,將商人的力量團結起來,
因此在全國各地廣設商會.透過上下隸屬的關係,在全國形成一商會網,而
由中央的商部來統轄. 商人們由此得到啟發,而發起籌組商聯會,並積極地
參與政治,由此引起政府的注意,欲透過法令來約束商人行動,由此而產生
了商會法爭論. 除此以外,商會也積極地配合清政府發起的財政經濟改
革.清政府希望藉由引入若干新稅制,逐步恢復中央主導的財政運作.如此
一來便引起商人的反應,特別是印花稅的施行最為明顯.此外,天津商會也
配合政府,興辦商報,創立商業學堂, 來提昇商人的商業知識,交會彼此的
商業情報,以期在商戰中取得勝利. 商天津商會除了參與經濟事務外,
也投入清末一聯串的政治社會事務中,包括發起籌還國債會,國會請願運
動,救國儲金運動等,天津商會雖然很熱心地參與了這幾項活動,但總體而
言,是以溫和的態度參加的.這或許與津商會的領導階層與北洋政府人士自
新政以來,便有聯繫有關.
