  • 政府遷台至今,國中(含初中)的體育課程標準修訂已六次,然而欠
    缺系統而深入的整理。其中,民國五十一年公佈的初級中學體育課程標準
    ,屬政府遷台後首次全面修訂,就承先啟後的立場而言,有其特殊歷史意
    義。本研究採歷史研究法,以了解當時的時代背景、修訂過程、修訂內容
    、特色及實施情形。所得結果為:一、政府遷台後,政治情勢趨於穩定,
    軍事危機暫獲解除,經濟發展 漸有起色,人們開始注重教育。但是教
    育資源不足,升學主義盛 行,體育資源缺乏,問題叢生。體育課程標
    準就在此種背景下開 始醞釀修訂。二、總統府臨時行政改革委員會鑑
    於升學主義產生諸多弊端,做成建 議案,促成此次修訂。依此,教育
    部相當慎重的以「修訂中小學 課程標準委員會」、「修訂中學課程標
    準委員會」、各科修訂小 組等,三種主導層級進行修訂。其中,體育
    科隸屬於各科修訂小 組來負責修訂,經過多次會議、研商、修正,新
    的體育課程標準 終於出爐。三、新公佈的體育課程標在總綱部份,分
    化初中與高中的教育目標, 將初級中學定位於興趣試探,且將體育課
    的女生每週上課時數提 高為二小時。其次,體育課程目標方面,意圖
    將體育的功能轉化 至生活層面,開始注意到運動習慣的養成與康樂生
    活的建立,使 體育課的外延性質加大,擴大到生活之中與生涯的歷程
    。再者, 教材分必、選授。主授部份,依據性別差異與年級不同來編
    定教 材進度,使教師有更具體的參考;不合時宜或難以全面施行者,
    列為選授,更具教學彈性,是一大革新。四、爾後,政府修訂公佈「中學
    體育實施方案」來配合新的中學課程 之實施。但是升學主義的風氣未
    減,以及學校體育行政組織運作 不佳、經費設備不敷使用、體育師資
    素質低落等諸多因素的影響 下,使得體育課程標準無法真的正落實。

    Curriculum Criterion of Junior High School in R.O.
    C. ~Centered on the Year 1962~Since the
    government took refuge in Taiwan,the physical education
    curriculumcriterion of junior high school has been revised six
    times.However,a systematicand intensive study is still lacking.
    The Physical Education Curricular Criterionof Junior High School
    issued in 1962 was the first comprehensive revision since
    thegovernment's operation in Taiwan.It has thus a unique
    historical significance interms of its function in in inheriting
    the past and illuminating the future.This researchadopts the
    methodology of historical study in order to understand the
    temporalbackground,the process and content of the revision.The
    resut is as follows:1.Since the government's operation in
    Taiwan,the political situation has graduallybecome stable,the
    military crisis has been eliminating temporarily,the
    economicdevelopment has taken off little and people began to put
    a high premium oneducation.Nevertheless,the educational
    resources are insufficient,the enphasis ondiploma is pervasive,
    physical education resouces are in shortare and variousproblems
    emerge.The revision of the criterion of PE curriculum was brewed
    andlaunched under such background.2.In responce to the diverse
    disadvantage resulting from the overemphasis ondiploma,the
    Provisional Executive Reform Committee of the Presidential
    Office hasmade a proposal to make this revision possible. Thus
    the Ministry of Educationmeticulously initiated the revision
    following thr three-level supervision tructure:the Committee for
    the Revision of Secondary School Curriculum Creterion,
    therevision groups for individual subjects.Among them,the
    physical education education class issubjugated to the
    revisions, a new PE Curriculun Criterion finally showed up.3.In
    the outline of the newly issued PE Curriculum Criterion,the
    educational goalsfor junior and senior high school are
    seperated: fir junior high schools,PE classserves as an
    exploration for interests,and the hours for PE class for girl
    students areincreased to two hours a week.Moreover,concerning
    the objective of PE class ,thefunction of PE is shifted to the
    aspect of life,and attention is paid to the cultivation
    ofexercise habits and the establishment of recreational life,so
    the teachers havemore concrete references.Those that are out of
    date or hard to be realized completelyare designed as elective
    to allow more flexibility in teaching,which is a
    greatinnovation.4.Later the government revised "the Project for
    Executing Secndary School PE class"to cooperate with the
    practice of new secondary school curriculum .But the
    prevailingemphasis on diploma did not subside,and the PE
    administratve organination,the scarcity offinance and facility,
    and the poor quality of PE instructors and other various
    factors.
