  • 本研究的主要目的,在於探討學校本位管理的內涵與實施原則,並調查瞭解國民中小學對於實施學校本位管理的意見,以及目前國民中小學校務決定的情形,綜合研究發現,提出供作將來實施學校本位管理和學校行政管理的參考。
    為達成上述目的,本研究採文獻分析與問卷調查的方法,首先透過理論分析,探討學校本位管理的內涵實施原則,以瞭解學校本位管理的發展、意義、範圍、參與成員的任務、原則、作法、模式、功能、困難及配合措施;其次,根據文獻探討的結果,編製「國民中小學實施學校本位管理調查問卷」,進行調查研究,藉以瞭解國民中小學學校教育人員對於實施學校本位管理的意見與目前各校校務決定的參與情形;最後根據研究結論,提出具體建議。 本研究調查對象為台灣省、台北市、高雄市公立國民中小學的學校教育人員,共抽出83所學校,發出1024份問卷,實得有效樣本803份,問卷處理則採用SPSS for Windows統計套裝軟體進行統計分析。
    綜合文獻分析與問卷調查所得之資料,得到以下結論:
    一、國民中小學實施學校本位管理可發揮多重功能。
    二、國民中小學可自主決定的範圍包括預算、課程與教學及人事三項,目前這三項的自主程度尚不高。
    三、國民中小學自主權須透過具體的作法予以落實。
    四、學校本位管理的參與成員應包括校長、學校主任、組長、教師、家長,有時可加入教育行政機關人員、專家、學生、社區人員。
    五、學校本位管理的參與人員各有其角色任務。
    六、國民中小學實施學校本位管理是可行的,但可能會遭遇一些困難。
    七、國民中小學欲實施學校本位管理需要實行一些配合措施。
    八、不同背景的學校對學校本位管理的意見或實施情形大同小異。
    九、不同現職的填答者對學校本位管理的意見大同小異。
    根據研究結論,對教育行政機關將來實施學校本位管理時和國民中小學的學校行政管理提出下列建議:
    一、應積極推動國民中小學實施學校本位管理。
    二、教育行政機關應明訂學校自主決定的範圍,提高學校的自主程度。
    三、修訂相關法令,以落實學校本位管理。
    四、學校須擴大參與校務決定的成員,並明訂其權責。
    五、對參與學校本位管理決定的人實施專業訓練,並鼓勵成員達成自己的任務。
    六、教育行政機關必須明訂教育基本目標及原則供學校遵循,並提供必要的支援與服務。
    七、學校可積極成立學校本位管理委員會,來參與學校自主事務的決定,並明訂其權責和組織辦法。
    八、建立管理資訊系統,以利學校本位管理資訊的流通。
    九、建立評鑑制度,落實學校本位管理的績效責任。
    十、可先選擇幾所學校開始試辦,再視試辦成果決定是否擴大或全面實施。

    The main purposes of this study are as follows. First, it is to explore the relevant connotation and process of school-based management(SBM). Second, surveys are made to comprehend opinion on school-based managemaent and current situation in junior high and elementary school. Third, based upon research findings, proposals and recommendation are to be offered for improvement in administration and for school-based management in junior high and elementary school in the near future.
    To accomplish the purpose, this study has adopted the methods of literature review as well as questionnaire. First, the researcher explores the definition, development and process of school-based management. In addition, the researcher compiles "Questionnaire for school based management of junior high and elementary schools" based upon the result of literature review to study the current situation in junior high and elementary schools and survey the opinion on school-based management. The objects of this study are the school staff in public junior high and elementary schools in Taiwan Province, Taipei City and Kaohsiung City. A total of 83 school are selected and questionnaires of 1024 copies are dispatched. The effective samples acquired are 803 copies. These data are analyzed through statistical packaging software "SPSS for Windows".
    From the data of literature review and of questionnaire, the conclusions reached are as follows:
    1.School-based management in the administration of the junior high and elementary schools possesses multiple functions.
    2.The domains of school-based management include three items: personnel, budget, curriculum and instruction. The autonomy is with some limit currently in junior high and elementary schools.
    3.The autonomy of junior high and elementary schools shouled be fulfilled through embodied practice.
    4.The participators of school-based management should involve school administrators, teachers, parents, and sometimes educational administrators, experts, students and members in the community.
    5.Different participators of school-based management should take a role to perform each of their mission.
    6.This research supported feasibility of school-based management in junior high and elementary schools, and difficulties are to be encountered while implementing school-based management.
    7.Some coordinated measures should be adopted while implementing school-based management in junior high and elementary schools.
    8.Opinions on school-based management and current situation gathered from schools with different areas, sizes and levels make slightest difference.
    9.Opinions on school-based management and current situation gathered from different staff make slightest difference.
    Accordig to the result of the study, the following proposals are offered for school-based management in the neat future and school administration in junior high and elementary schools:
    1.The educational administrative institute should actively promote school-based management in junior hige and elementary schools.
    2.The educational administrative institute should stipulate domains of school-based management, and enhance school autonomy.
    3.To fulfill school-based management, laws related should be revised.
    4.The school should empower more participators and stipulate their power and responsibility.
    5.It is necessary to train participators of school-based management, and encourage them to complete their mission.
    6.The educational administrative institute should stipulate basic objectives and principles of education for schools to obey and offer essential support and service.
    7.The schools should actively establish school-based management council to take part in decision-making of school autonomous affairs and stipulate its power and responsibility and organization.
    8.For convenience' sake, it is necessary to establish managerial information system to circulate information of school-based management,
    9. To fulfill accountability of school-based management, it is essential to establish an assessment system.
    10.Tentative schools should be selected for evaluating effects of implementing school-based management to decide extended overall implementation.
