  • 本研究之主要目的,在探討校園危機管理的理論背景、意涵及運作原則,並瞭解國民中學校園危機管理的現況、困難及改進途徑,再綜合研究發現,提出改進國民中學校園危機管理的建議。
    為達成上述目的,本研究兼採文獻分析與問卷調查二種方法,首先透過理論分析,探討校園危機管理的理論背景、意涵、實施方式及運作原則;其次,根據文獻探討的結果,編製「國民中學校園危機管理調查問卷」,進行調查研究,藉以瞭解目前國民中學實施校園危機管理的情形,以及國民中學有關人員對於學校實施校園危機管理的看法;最後根據研究發現,提出具體建議事項。本研究調查對象包括台灣省(澎湖縣除外)、台北市及高雄市的公立國民中學校長及教師,共抽取73所學校,發出1,147份問卷,回收有效問卷為910份,並採用SAS套裝軟體程式進行資料的統計分析。
    綜合文獻分析及問卷調查的結果,獲得以下各項結論:
    一、已有部分國民中學重視危機管理的觀念並採行必要的措施。
    二、學校成員對於潛在校園危機的認知以侵害事件居首位。
    三、提高學校成員的危機意識是學校危機管理的首要工作。
    四、學校對傳播媒體的溝通能力及方式有待加強。
    五、傳播媒體的報導將會影響校園危機管理成效。
    六、校長應考量危機溝通情境的需要指派合適教職員擔任發言人。
    七、學校危機處理小組的設置缺乏彈性。
    八、不同背景的學校成員對於學校危機管理的瞭解略有差異。
    九、學校危機管理工作的缺失與困難有待改進及解決。
    根據研究結論,本研究提出以下建議:
    一、強化學校預防校園危機的能力。
    二、學校危機處理小組的組成及運作應更具彈性。
    三、增進學生因應校園危機事件的能力。
    四、提供學校成員學習處理校園危機事件的多元化管道。
    五、提昇新進教師處理校園危機事件的能力。
    六、加強校際合作及運用社區資源以提高校園危機管理成效。
    七、注意危機管理的相關法律事務。
    八、加強學校相關人員的危機溝通能力。

    The main purposes of study are to explore the background theory, the relevant connotation and implementing principles of crisis management in schools, and to investigate the current situation and possible problems of crisis management implementation in junior high schools, Then synthesize the findings and offer proposals for improvement of crisis management in junior high schools.
    In order to accmplish the purposes, this study has adopted the methods of historical document analysis as well as questionnaire. Firstly, the researcher explore the background theory,the relevant connotation,ways and principles of crisis management in schools through theoretical analysis. Secondly, according to the result of exploring the historical document for survey and study, the researcher compile"Questionnaire for crisis management in junior high schools" so as to understand the current situation of crisis management in junior high schools and the opinions from the school staff for implementing crisis management in junior high schools. Finally,the researcher offers substantial suggestions based upon the conclusions of the study.The objects of this study are principles and teachers of public junior high schools in Taiwan Province(except Pescadores), Taipei City and Kaohsiung City. 73 schools have been sampled and 1,147 copies of the questionnaire have been dispatched. The effective samples actually acquired are 910 copies. The data of questionnaires have been proceeded for statistical analysis under the "SAS" statistics packaging software.
    Synthesizing the findings of exploring historical document and of questionnaire, the conclusions have been reached as follows:
    1.Some of the junior high schools have paid attention to crisis management ideas put them into action.
    2.Of the potential crises on campus, the school staff recognize trespass as the most important incidents.
    3.The first thing of implementing crisis management in schools is to promote school staff's consciousness of crises.
    4.Schools should improved their ability and ways of communicating with mass media.
    5.The reports of mass media will influence the effect of crisis management in schools.
    6.Principles should consider the needs of crisis communication situation and appoint suitable staff to be school spokesmem.
    7.The establishment of school crisis management teams needs more flexibility.
    8.School staff with different background have slightly divergent understanding of crisis management in schools.
    9.Some difficulties and defects in implementing crisis management in schools need to be improved.
    According to the result of the study,the following proposals are to be offered:
    1.Schools should strengthen the ability of preventing campus crisis.
    2.Formation and operation of the school crisis management teams should have more flexibility.
    3.Reinforce students' ability to cope with campus crisis events.
    4.Provide ways to learn manage campus crisis events for the school staff.
    5.Promote new teachers'ability to manage campus crisis events.
    6.Reinforce inter-school cooperation and make use of community resources in order to promote the effect of crisis management in schools.
    7.Pay attention to law affairs about crisis management.
    8.Strengthen the school staff's ability of crisis communication.
