  • 本研究,係就歷年來我國技能檢定之主要法規及政策發展背景,近年來我國技能檢定於經濟及產業自動化、勞動及職業訓練與技術及職業教育之政策環境因素,德國(德西)、日本及瑞士三國之主要技能檢定措施,以及我國主要技能檢定措施及機工類技能檢定之施行、現況及問題等,作全面性探討;並以該等探討為本研究之基礎理論。 本研究,主人係採用歷史研究、文件分析法。已將所蒐集資料儘量予以鑑定、訂正、繪製、編製為一八五份圖、表,供本研究應用。並就國內有關人員對技能檢定既有之三種觀念:技術及職業教育占技能檢定比率甚高;高級職業學校學生占機工類技能檢定比率頗高;以及同期間、相同職類、級別之機工類技能檢定,於不同單位施行時,其檢定結果有顯著之高、低差異,一般認為公共職業訓練機構最高、高級織業學校次之、台灣省政府等所辦理者最低,予以比較並研提結論。 透過上述之探討,綜合歸納研究結論,並研提十三項建議以供車床工、鉗工、牛頭鉋床工、銑床工、平面磨床工、圓筒磨床工、沖壓模具工、塑膠射出模具、精密機械工、電腦數值控制車床工、電腦數值控制銑床工等工職類採行之共通性技能檢定措施,俾為主管機關嗣後規劃、訂定技能檢定政策、措施及相關研究之參考。 This study was based on the overall research as follows: main laws and regulations of skill testing and the developing background of policies in R. O. C. over the years; skill testing in R. O. C. in environmental factors of policies of economics and industrial automation, physical labors and vocational training, technological and vocational education; mainly skill testing measures in Germany (Germany West), Japan and Switizerland; implementation, status quo and problems of the machinist skill testing and mainly skill testing measures in R. O. C. This research is also the basic theory of this study. This study mainly adopted historical study, document analysis. All the materials collected have been reviewed, revised, drawn and edited as 185 matrices for application of this study. The authorities concerned in R. O. C have three concepts toward skill testing: 1. Technological and vocational education possesses a large percentage of skill testing. 2. Vocational high school students possess a great percentage of machinist skill testing. 3. When the same period, trade and grade of the machinist skill testing held in different departments, the results varies conspicuously-public vocational training center reaches the highest passing ratio, the next is those students of vocational high schools, and those held by Province Government reach the lowest, There are comparisons, explanations and conclusions in this study. According to the studies above, some conclusions were summed up as 13 items of suggestions which can be applicable to all the machinist skill testing measures in R.O.C.: turning fitting, shaping, milling, surface grinding, cylindrical grinding, press tool making, plastic injection tool making, precision instrument making, computer numerical control turning, computer numerical control milling.......,etc. These suggestions can be references to plan futures skill policies and measure for authorities concerned and relative researches.
