本研究旨在探討學校教師會的成立與教師專業自主的關係。本研究除採取理論分析法,另採訪談的方式蒐集資料,一方面選取兩個願意配合的學校進行訪談以取得比較詳細的資訊,另一方面也選取其他訪談對象以進行三角校正。研究者並輔以文件分析、參與活動及電話訪問等技巧以提高資料的真實性及可用性。依上述目的與方法,本研究獲致下列結論:
一、教師專業自主是個體主體性的發揚,其意義涵蓋自主性和自律性雙層面。至於教師專業自主的內涵則包括教師個人及教師團體兩類,而前者又包含教室層級與學校層級的教師專業自主;後者則分作正式組織形式與非正式組織形式的教師專業自主。
二、從權威來源的觀點來看,科層化與專業化的衝突未必發生;從權威行使來看,其主要衝突係源自教育的內部事項。
三、學校教師會之緣起係為了充分整合教師意見及真正發揮監督的功能。
四、學校教師會之定位,具有「公會」與「工會」的雙重特色。
五、學校教師會的任務在維護學生學習權、保障教師專業自主及教師權益、使學校校務順利推展及促進學校與社區相互了解。
六、對學校教師會的展望:教師希望學校教師會成為保障應得權益的後盾,其目標在提升教師的專業地位。行政人員期待學校教師會兼重爭取權益與發展專業。家長則希望學校教師會以學生權益的維護為最優先考慮。
七、學校教師會與教師專業自主的關係可從維護促進的觀點、規範控制的觀點、衝突協調的觀點與反向思考的觀點加以說明。
根據以上結論,本研究提出下列建議:
一、有關教師專業自主方面:教師應體認專業自主的本質是主體性的發揮。教師必須「反求諸己」,才能追求到完整的教師專業自主,並且保有教師專業尊嚴。
二、有關科層化與專業化的衝突方面:(一)校長與教師在觀念上均應認清衝突的價值中立性,其利弊端視結果對組織目標達成之有效性而定。(二)行政人員勿存法理權高於專業權的控制心態;而教師應對學校組織科層化的現實有所理解,勿求無限自主。
三、有關學校教師會的緣起及功能方面:(一)學校教師會負責人應認真思考組織的目標與運作方式。(二)要擴大教師的參與,使教師會在形式上和實質上均是教師民意的表徵。
四、有關學校教師會的定位與運作方面:(一)教師應對教師會設立的宗旨與基本任務有明確的認識。(二)學校教師會應主動發現問題。(三)學校教師會負責人應先營造一種學習的文化及建立意見蒐集與自我調整的機制。
五、有關學校教師會的任務方面:(一)釐清各層級教師會之性質,使全國教師會、地方教師會與學校教師會各有其任務。(二)建議修訂教師法第二十七條時,將學校教師會的任務訂在學生、教師、學校、社區四方面。
六、有關學校教師會困境方面:(一)教師應掌握時代脈動,以積極正面態度迎接政策的變遷並且參與教師會的運作。(二)行政單位應於教師會成型初期給予適當協助。
七、有關學校教師會展望方面:(一)校長與教師應共同成長,彼此學習如何和睦共處。(二)家長對教師會的成立應以平常心待之,雙方保持良好互動。
八、有關學校教師會與教師專業自主的關係方面:(一)學校教師會應加強教師專業自律的要求,以促進完整的教師專業自主;(二)學校教師會應逐步減少工會屬性的活動,擴充專業活動領域。(三)為使學校教師會運作良善,各界勿不當干涉教師專業自主並且應喚醒教師專業自主意識及協助提昇教師專業能力。
This research was aimed to study the relations of establishing a teachers' association in school and teachers' professional autonomy. The approach to doing this research was not only theoretical analysis, but also personal interview for gettimg information. Faculties in two well-cooperated schools were interviewed for detail information and also other chosen personnel for triple checking. Further more, the researcher also used various skills such as documentation analysis, participation activities, and telephone interviews to raise the reliability and usability of the data. Based on the objective and methods stated above, this study concludes:
1.Teachers' professional autonomy is a demonstration of every individual as a subject, which refers to both aspects of independence and self-discipline. It should cover the autonomy of indiidual teachers and teachers' group. For individual teacher, there should be autonomy in both classroom and school levels. For teachers' group, there was the autonomy of formal and non-formal organization format.
2.From the standpoint of authority sources, hierarchism and professionalism were not necessarily contradictory ideas. Form the viewpoint of authority exertion, conflicts came mainly from internal factors in the education system.
3.The initiation of teachers' association in school was for completely integrating teacher opinions and for really performing function of supervision.
4.Teachers' association in school served both as an "association"and a "union".
5.The main tasks of teachers' association in school were to protect students' right to education, to secure teachers' professional autonomy and rights, to help school affairs smoothly proceed, and to promote mutual understanding between school and community.
6.Expectations towards teachers' association in school: The teachers hope that teachers' association in school would become their supporter for protecting their privilege, and promoting their professional postion. The administrators would expect the teachers' association in school to put equal emphasis on figrting for rights and developing expertise. The parents, however, would expect the teachers' association in school to attach top priority to students' rights.
7.The relationship between teachers' association in school and professional autonomy could be explicated from the aspects of protection and promotion, regulation and controlling, conflicts and negotiation, as well as the method of reverse thinking.
Based on the above conclusions, several suggestions were made as follows:
1.On teachers' professional autonomy:Teachers should recognize that autonomy demonstrates the individual awareness as a subject. Therefore, they should always reflect on themselves, and then he could pursue integrated professional autonomy and maintain professional dignity.
2.On the conflicts between hierarchism and professionalism:
(1)Both principals and teachers should appreciate the value-naturalness of conflicts. The actual value of conflicts lies in their effectiveness in achieving the goals of the organization.
(2)Administrators should change their control attitude towards viewing jurisdiction as a higher value than expertise. On the other hand, teachers should understand the need of hierarchy for an organization, and that autonomy could never go unlimited.
3.On the initiations and functions of teachers' association in school:
(1)The person in charge of teachers' association in school should seriously considerate the aims and operation of the association.
(2)The teachers' association in school should encourage and expand the involvement of teachers so that it could represent teachers both in from and in real terms.
4.On the position and operation of the teachers' association in school:
(1)Teachers should have perfect knowledge of the goals and tasks of the teachers' association in school.
(2)The teachers' association in school should seek problems spontaneously.
(3)The executives of the teachers' association in school should build up a climate for learning and a mechanism for ideas collecting and self-adjusting.
5.On the mission of the teachers' association in school:
(1)The teachers' association in school should clarify different functions among its strata such as national, local and school levels, and assign respective tasks to them.
(2)The teachers' association in school should focus on the tasks at four different aspects of students, teachers, school and community, while the Article 27 of the Teachers' Law is revised.
6.On addressing the difficulties of the teachers' association in school:
(1)Teachers should always keep abreast with the time, support necessary changes of any policy, and take part in teachers' association in school's activities.
(2)The administration should provide adequate help to a fledgling teachers' association in school.
7.On the prospects of the teachers' association in school:
(1)Principals and teachers would be able to grow hand in hand,and learn to work together peacefully at the same time.
(2)Parents should welcome the establishment of the teachers' association in school and try to maintain positive and dynamic interaction with it .
8.On the relationship between the teachers' association in school and teachers' professional autonomy:
(1)The teachers' association in school should demand higher degree of professional selfdiscipline in order to achieve the goal of full autonomy.
(2)The teachers' association in school should limit its union-oriented activities, instead,it should expand its realm of the teaching profession.
(3)To make the teachers' association in school function successfully, unnecessary intrerference should be avoided, teachers' awareness of their profession should be revived, and assistance should be given to improve their professional ability.
