以珊瑚礁生態環境為基礎的海岸遊憩活動,為海岸周邊社區提供採補以外的收入來源,卻也為沿海珊瑚礁環境帶來改變,其中發展快速、活動過程與珊瑚礁也最接近的休閒潛水活動更是造成珊瑚礁生存壓力的重要來源,亟需以適當的方案促使休閒潛水者實踐負責任環境行為,同時提高遊客與當地業者之環境意識,進而達成海岸自然環境保護並維持社區的經濟及文化資產健全。
本研究旨在探討適用於參與休閒潛水活動的潛水者行為守則之內涵,作為制定適用於休閒潛水活動參與遊客與業者共同遵守之行為守則與潛水員環境教育之參考。研究方法以國際間休閒潛水活動行為守則、場域規範、政策法規及相關休閒潛水環境管理策略進行統整歸納及分析,發展出休閒潛水活動遊客環境行為構面,再以基隆東北角具代表性潛水地點的教學者、業者及鄰近場域工作者為研究對象進行半結構式訪談,以瞭解休閒潛水產業發展的脈絡,並探討以環境行為守則作為休閒潛水員及相關從業者作為管理工具的操作模式。
研究結果發現,為因應水肺潛水的環境衝擊,改善教學訓練過程、教學者的帶領、相關規範與同儕的鼓勵是促使潛水員採取負責任環境行為的重要因素。研究並提出潛水員的環境行為守則,包含:「水下行為」、「綠色消費」、「環境知識」、「旅遊及潛水行程規劃」、「陸上環境行為」、「參與環境行動」等六項;以及適用於潛水業者的潛水中心行為守則,包含「辦理低衝擊水肺潛水活動」、「經營友善環境潛水中心」、「環境知識的傳達」與「環境行動」等四項。
Costal tourism industry is growing rapidly in Taiwan and SCUBA diving is one of the top among them, which would cause serious damage to coral reefs in several ways if the participants behavior were not regulated appropriately, beyond that, the workers as newcomers to the often face the interest conflict as they fitting in local community.
This study aim to explore the guideline for recreational SCUBA diving as the representative coral reefs tourism activity in Taiwan, which proposed six dimensions for the best practice of the pro-environmental recreational SCUBA diver based on literature review, and using semi-structured interview to experts for more data. The research results is a set of behavior guideline of recreational SCUBA diving applicable in Taiwan, which can be used by individual recreational SCUBA diver, and the other set of guideline for diving center, environment managed department and be part of SCUBA diving environmental education program. For further research, a importance assessment of each dimension is advised.
