本文企圖利用近年區域研究所著重的知識學習觀點,檢視南庄地區十年來區域發展的轉變過程,特別是從農業活動跨越至咖啡、民宿等觀光休閒產業的重大變化。此變化亦促使南庄新地景浮現。為了進一步分析此轉變背後的驅動因素,本研究透過新經濟地理中制度轉向之區域研究架構,分別以區域制度、行動者網絡和區域資產三個層面,探討知識流動與互動學習如何改變南庄區域發展軌跡,形塑今日的地理景觀。
在南庄觀光休閒產業的發展歷程中,首先由國家制定利於觀光環境形成的外在條件,如週休二日政策、農業發展條例之修訂、一鄉一休閒計畫、參山國家風景區之設立等,引導區域發展方向。而南庄觀光群聚之形成來自模仿第一家咖啡屋之成功經驗,以及由退休者和年輕子女組成之家族企業模式展現資本、技術、知識和經營管理優勢,降低區域閉鎖風險,成為推動區域發展的重要行動者。店家之間組成的地方組織透過政府輔導協助其運作,增強組織與行動者交流程度,提供彼此互動學習的場所,營造既競爭又合作的地方氛圍,提高創新活動的可能性。經由這些國家制度、行動者網絡、技術和地方組織的相互作用之下,將全球知識黏貼於南庄,改變區域發展軌跡。不同於先前研究將南庄發展過程視為既定容器之描述,本研究透過探討區域各層面之互動關係,以釐清影響其發展之背後因素,最後發現知識仍是驅動區域變遷之重要力量。
