本研究旨在研議科技大學實施全面品質管理之策略,為達成研究目的及解答待答問題,兼採量化與質化的研究,研究方法主要採用文獻分析及問卷調查等二種方法進行研究。本研究之主要研究目的為:
一、探討全面品質管理理論對我國科技大學之啟示。
二、分析我國科技大學實施全面品質管理之重要目標。
三、評估我國科技大學實施全面品質管理之環境條件。
四、研議我國科技大學實施全面品質管理之策略與具體建議。
本研究首先探討全面品質管理理論及在教育應用之實務,歸納影響科技大學實施全面品質管理之要素及策略內涵。其次,本研究以自編問卷進行調查,以11所科技大學全體校長、副校長、一級行政單位主管、學院院長、系所主任及中心主任等389名為調查對象,回收之有效卷共316份,回收率81.2%。本研究依據調查結果,分析我國科技大學實施全面品質管理之重要目標,及評估內外部環境條件之有利程度。綜合文獻探討與問卷調查分析結果,本研究之主要結論為:
一、科技大學必須明確界定學校的顧客與供應者,以利全面品質管理
的實施。
二、科技大學必須盡力排除實施全面品質管理的潛在障礙。
三、科技大學實施全面品質管理的重要目標,依序為:提昇教育品質
、提昇競爭力、營造品質文化、達成發展願景與目標、提高學術
聲望、強化財務能力、提高顧客滿意度及滿足顧客需求。
四、不同背景的科技大學主管對全面品質管理實施目標的重要性看法
有差異存在。
五、有利性較高的外部環境條件,包括:提昇教育品質、產業人力需
求、提昇畢業生知能、提昇經營效能、提昇工作績效。。
六、有利性較低的外部環境條件,包括:教育經費不足、教育資源減
少、學齡人口減少、大學數量增加、教育成本提高、開放國外大
學設校、自籌校務基金等。
七、有利性較高的內部環境條件,包括:承諾改善品質、營造品質文
化、促進全員參與、鼓勵團隊合作、訂定發展目標、激勵創新工
作、依據需求規劃課程。。
八、有利性較低的內部環境條件包括:顧客的滿意度調查、教職員的
參與時間、教職員的品管知能、將學生視為顧客的意願、顧客的
需求調查、滿足顧客需求的方案、運用品管方法的能力、接受教
育訓練的機會、夥伴關係的建立、品質指標的訂定。
九、不同背景的科技大學主管對實施全面品質管理環境條件的有利性
看法有差異存在。
最後,本研究依據研究發現與結論,分別由規劃實施模式、推動配合措施、發展品質信念、評估實施條件、發展夥伴關係、設置推行組織、展開先導研究、確認顧客需求、辦理教育訓練、排除實施障礙及進行表揚獎勵等方面,對科技大學未來實施全面品質管理的策略,提出具體可行的建議及後續研究的建議。
The purpose of this research was to study the strategy for implementing total quality management in university of technology. In order to attend the purpose of this study, both quantitative and qualitative research methods was adopted. The main methodology in this study were literature analysis, and questionnaire survey. The main purposes of this research were:
1. To study the theory of total quality management that might brought to the university of technology;
2. To analyze the targets of the university of technology for implementing total quality management;
3. To assess the preconditions of the university of technology in implementing total quality management;
4. To form concrete suggestions for implementing of total quality management in university of technology.
This study explored the theory of total quality management and the practice in its educational application, and the strategies and its critical facts of implementing the total quality management in university of technology. This study conducted a survey with questionnaire made by the researcher and 389 persons had been investigated including all the presidents, vice presidents, administrator, college deans, department heads and center directors in 11 universities of technology. There were 316 questionnaire had been successfully collected, the response rate was 81.2%. By using the questionnaire survey results, this research analyzing the major goals and assessing the advantages of school’s internal and external environment concerning implementing total quality management in university of technology. This study had reached major conclusions by synthesizing literature review and analyzing the questionnaire survey results that were:
1. The university of technology had to clearly define the customer and provider of school for the benefit of fully implementation of the total quality management.
2. The university of technology had to exclude potential obstacles for implementing the total quality management.
3. The major goals of the university of technology to implementing the total quality management were: upgrading the education qualities, promoting the competitiveness, building the quality culture, reaching the vision and goal of school, promoting the academic reputations, enhancing the financial abilities, promoting the customer’s satisfaction and satisfying the customer’s needs;
4. The different background’s administrators in the university of technology had different views for the goals of fully implementing the total quality management.
5. The high advantage external environment conditions included: upgrading education quality, industrial manpower requirement, promoting graduates capability, promoting managing effectiveness and upgrading working performance.
6. The low advantage external environment conditions included: low educational expenditure, reduce educational resource, decrease school age population, increase number of universities, increase educational cost, allow foreign universities set up branches in Taiwan and raise school foundation.
7. The high advantage internal environment conditions included: promise improve quality, build quality culture, promote full participation, encourage teamwork, set up development goals, encourage innovation and planning courses according the needs of customer.
8. The low advantage internal environment conditions included: the investigation of customer’s satisfaction, the participation time of staffs, the quality management knowledge of staffs, the willingness to see the student as a customer, customer’s needs investigation, the tactics that can satisfying the customer’s needs, the ability to use the techniques of quality management, the opportunity to take education and training, the building of partnership relationship and setting up the standard of quality.
9. The different background’s administrators have different views on the advantage environment conditions when fully implementing the total quality management in the university of technology.
Finally, based on the findings and conclusions of this research, this
study provided implementing strategies for the university of technology to implement total quality management with feasible suggestions and afterward research suggestions in the following aspects: planning models for implementing, adopting measures for implementing, developing quality believes, evaluating conditions for implementing, developing partnership relationship, setting up implementing organization, doing pilot study, identifying customer’s needs, training and education, excluding implementing obstacles and giving recognition and reward.
