企業的成長以及是否能永續經營發展,與其組織制度的建立及執行有著密切的關係。其中又以人事制度的建構及運作模式尤為重要。一家舊企業,其規章制度早已既定,組織成員只需按章行事。然,一家新企業,組織制度要如何制訂? 以及制度的決策者有什麼影響力? 以及制度的形成對組織的重要性為何? 這都是引人想一探究竟的問題。
本研究以台灣新成立的航空公司為例,探究新創公司的人事制度建立歷程。是以「個案研究法」觀察新創公司制度來源、制度建立流程及制度決策者對於組織運作模式的影響;並以「行動研究法」分析個案制度運作模式,期以發現問題,進而解決問題,提升工作效能。
研究發現,該新創公司的制度建立來源並非完全複製母公司制度,反而是制度的決策者CEO扮演著舉足輕重的角色。而特別之處,新公司之首任CEO並非由母公司派任,而是自國外航空公司挑選航空專業人士擔任。此CEO具有航空飛安及航務專業,以及豐富的國際航空公司管理經驗,除了能提供新航空公司航務專業意見外,在制定組織制度的決策時,以其國際管理經驗帶給該新創公司不同於國內航空業界的新思維。鑒此,一家新創公司的首任CEO的背景經歷將對公司的組織制度形成及組織未來的發展形勢有著絕對性的影響。
Business growth and sustainable development are closely related to the establishment and execution of the organizational institution. Construction and operation mode of personnel rules and regulations are particularly important. Since company rules and regulations have already been established, members of organization can only be acted by rules. However for a new venture, I am interested in following issues: “ How should the company establish a suitable organization in its pioneering stage?” “ What is the build-up process of personnel system to a new venture? “ “What role does the decision-maker play?”
In this study, a new domestic airliner was taken as the example to explore the course of the new business personnel system, including the source of system design, the importance of company’s decision-makers, the formation of the institution operation mode, and problems that the company has encountered. Therefore, this case adopted the “case research method” to observe the sources of new venture systems, system establishment processes, and the impact of the decision-maker on the organizational operation mode. In addition, the “action research method” was adopted to carry out the case’s system operation mode, with hopes of discovering problems, solving problems, and enhancing work performance.
The Study found that this new start-up company doesn’t fully replicate its parent company’s system. Instead, decision maker - CEO plays an important role. It’s worth mentioning that the first CEO is not from the airline’s parent company, but selected from aviation professionals. The CEO is well experienced in flight safety, flight operation as well as management experience in international airlines. The first CEO with a rich aviation background is very important to the new airliner. The CEO not only provides flight operation advices, but also come up with innovative thinking in decision-making process. In view of this, the first CEO’s background of a new start-up business could contribute significantly to company’s organization system and its future development.
